Elizabeth Arden Ceramide Purifying Toner

Nearly done with this 200mL/6.7fl. oz. bottle of Elizabeth Arden Ceramide Purifying Toner. I've actually been using this off and on over the past two years and not consistently, because, well, you'll see below.


Whenever I see "purifying" or equivalent in the name of the product, I automatically assume it'll strip my dry-combo skin and skip it. If it's bundled with another product I want to try, as in this case with the Ceramide Purifying Cream Cleanser (will post later), I'll use it in the summer instead, when my skin is less dry and is more tolerant of stronger and harsher stuff. Which is to say I started using this toner two summers ago, and am still not quite done with it yet.
 
This is dual-phase toner: it has a clear and a milky layer, and after shaken to mix it'll look milky as pictured below. The thing is: I've no idea what the milky layer is. It doesn't feel like powder. Actually, it doesn't feel like anything. After shaken up to mix, the toner still feels like watery nothingness to me. It's not moisturizing. It's not astringent. I don't know what's "purifying" about it, because it doesn't really do anything for my skin so far. So I only use it during the hottest days of the summer, because it's no different than splashing water on my face. Definitely won't repurchase, because I'd rather just splash water on my face.
